Title: A Resolution Calling on the Bishop to Form a Task Force to Study Revisions in Diocesan Governance

WHEREAS the Bishop and other officers of the governing bodies of the diocese are charged with stewardship of Diocesan resources; and
WHEREAS it is good stewardship to evaluate from time to time current financial and budgetary procedures to help ensure ample clarity and oversight so as to maximize Diocesan resources.
BE IT RESOLVED, that the Bishop of San Diego is called upon by this 36th Convention to appoint a Task Force of clergy and lay people reflective of the Diocese to study current Diocesan governance procedures and structures especially as they pertain to financial oversight of Diocesan programs, the budget process, and existing governing bodies; and
BE IT FURTHER RESOLVED, that if the above-mentioned Task Force determines revisions should be made to current Diocesan governance procedures and structures, it shall issue its recommendations for consideration at the 2011 Diocesan Convention, and see that all appropriate documentation be prepared, including transition plans and canonical and other resolutions as necessary.
EXPLANATION OF RESOLUTION:
It seems the time is right to review our current Diocesan procedures and practices, and the current structure of our Diocese, to determine if they serve us well. There are many models throughout the Church and it is proposed that the Diocese of San Diego review whatever information may be available to propose a more efficient or effective way of carrying out our work.

Title: Creation of Diocese of San Diego Foundation

WHEREAS, it is fiscally prudent to create endowments for the support and maintenance of the future life and ministry of the Episcopal Diocese of San Diego as well as the congregations and agencies of the diocese; and
WHEREAS, such a foundation has the potential to lower costs through pooled investments for participants; and
WHEREAS, participating organizations will also enjoy greater diversity in investments with a larger investment pool; and
WHEREAS, such a foundation will create a greater sense of security for endowment gifts;
WHEREAS, the Bishop’s office has been advised that the creation of a non-profit, tax-exempt foundation is the preferred vehicle for creating endowment opportunities, as well as appropriately managed funds for supporting the life, mission and ministry of the church; be it
RESOLVED, THEREFORE, that the Diocesan Corporation be directed to establish the Episcopal Diocese of San Diego Foundation; and
RESOLVED FURTHER, that Diocesan Corporation with the approval of the Diocesan Chancellor, Bishop, and Standing Committee, take all necessary legal steps to create the foundation;
RESOLVED FURTHER, that Diocesan Corporation report to the 37th Diocesan Convention on this work, with the expectation that the Foundation would become a diocesan institution at the 37th Diocesan Convention;
RESOLVED FURTHER, that the Bishop, with the consent of the Standing Committee, appoint founding trustees of the Foundation in three classes of trustees; two per class in staggered terms.
EXPLANATION OF RESOLUTION:
In 2009, the board of directors of Episcopal Community Services began to investigate the benefits of a diocesan foundation. From the earliest stages, this inquiry became a collaborative effort with Diocesan Corporation. Initial planning has identified the Rancho Santa Fe Foundation as a partnering institution. As the structure of the Foundation is developed, the trustees will provide briefings through communication tools of the diocese.

Other highlights
Bishop Mathes awarded the Bishop's Cross to Charles Dick, Esq. for his work as chancellor of the diocese and to Anne Dick for her work on the board of Episcopal Community Services.
Bishop Barahona, bishop of the diocese of El Salvador, addressed the convention, thanking our diocese for our friendship and commitment.
Mallory Holding, daughter of Canon to the Ordinary Suzi Holding, addressed the convention and shared her experience of the Haiti earthquake.
The Rev. Robert Nagy and Ms. Suzanne Foucault gave a report on the Holiness in Relationships Task Force, which was followed by table discussion.
Charles Dick updated the convention on the diocesan property disputes.
Canon Peter Bergstrom reported about Camp Stevens and urged people to send their children to Episcopal camps.
Mr. Greg Tuttle gave the youth report, acknowledging that there are more youth events happening this year than ever before.
Mr. Majur Malou addressed convention about the life saving work of the Episcopal Refugee Network.
Ms. Aimeclaire Roche reported to convention about The Bishop's School.
Ms. Lesslie Keller updated the convention about Episcopal Community Services.
Ms. Ana Garcia reported about the bishop's mutual minsitry review.
Brian McLaren, our keynote speaker, gave two excellent presentations about effective evangelism.
